Community Resource Persons Round (Resource Block/Cluster Strategy)

Inorder to capacitate and saturate the Resource Blocks/Clusters, a tripartite MoU between Nagaland State Rural Livelihood Mission (NSRLM) and Society for Elimination of Rural Poverty (SERP) and Orvakal Mandal Podupu Laxmi Ikya Sangham (OMPLIS) has been signed so as to facilitate NSRLM with continuous flow of quality support in strengthening implementing capacity and training cum field assistance.

To achieve this objective, OMPLIS have positioned the Community Resource Persons (CRPs) teams comprising of 9 Static Team of Professional Resource Persons (PRPs) on a fulltime basis for a year to provide continuous support in the 9 Resource Blocks and, have deployed 12 Dynamic Teams of CRPs to work for 180 days in a year in four rounds, each covering 2-4 villages in 45 days, to nurture the resource blocks in the current FY. Each team comprises of 5 members- 1 Facilitator (PRP), 2 women external CRPs and 2 internal CRPs.

To monitor and guide the resource block/cluster strategy in the State, OMPLIS have deployed and positioned 2 fulltime State Coordinator; each will nurture 4-5 Resource Blocks/Clusters.

Out of the 74 Blocks in the State, 52 blocks are Non-Intensive Blocks where the intervention of SRLM will be negligible/minimal during the FY 2014-15 until the Intensive cum Resource Blocks (9 Blocks) are adequately saturated and capacitated for further scale up.

The expected outcomes in the Resource Blocks/Clusters for the first year:

  • SRLM trained in the areas of Social Mobilization, Institutional Building and Financial Inclusion and other core competencies for project implementation.
  • Prototype Training Kit developed to support the cluster level team in imparting trainings to community institutions and community cadre.
  • 60-80 SHGs, on an average, formed with the poor households in each resource blocks/cluster.
  • One bookkeeper identified per SHG who are trained and made available to write the records of the SHGs.
  • One village facilitator identified per village who are trained to nurture and train SHGs in the village.
  • 6-8 Informal Village Organisations, on an average, formed per resource block/cluster and the SHGs representatives well trained in management of Village Organisations (VOs) by end of the first year.
  • Efforts will be made to transform the pre-existing SHGs through training and facilitation.
  • SHG monthly monitoring system introduced and SHGs and VOs trained on Management of monthly MIS.
  • 10-15 SHGs in each resource blocks/clusters trained on preparation of Micro Credit Plan process.
  • 10-15 Women Activists in each Resource Block/Cluster identified and trained on best practices of SHG and VO whose services can be utilized as internal CRPs in future.
